That person that did that wouldn't be liable for anything because they would be acting as a common carrier just like any ISP or internet bandwidth company!

So, anyone live nearby?

Some suggestions of technology to do that would be a Linksys WRT54 router running DD-WRT or OpenWRT.

You would set the incoming internet router to port forward to the Linksys router and that would be set to forward the same way to the kiosk.

I'm sure you could easily get someone to donate equipment and time to set this up and people would probably be willing to donate to a fund to support the connection.

If done properly, the bandwidth would be minimal if all you were doing is forwarding the tracker (not any files).
